A regional backbone organization— Wild Rivers Community Foundation , an affiliate of Humboldt Area Foundation—was tapped to manage the initiative in partnership with community leaders and TCE program officers and staff. Five years in, the energy of community engagement and the momentum of a few early wins had dwindled.

Everyone has the energy they need to survive and thrive. Our homes can withstand the bitter cold and extreme heat, and no one gets sick or dies prematurely for lack of affordable energy. Moreover, a significant proportion of utility governing boards comprises utility workers and frontline community members.
